I appeared at my court date to find out the Police Officer who issued my citation didn't even turn in his paperwork.. So hopefully im off the hook.

Cool; that's why showing up to court can really work in your favor. Either he plain forgot, or he thought better of it once he got back to the office and decided to not turn it in anyway (although he surely knew that you'd still have to waste a couple/few hours of your own time).

Okay, cool. I figure I just might bring my lights into court, and say at the time that they were out of batteries, and have since replaced them.
Or what if I just bring in new lights and say, I have already gone and bought lights, because I was unaware of this law, and would rather have spent money on obtaining lights instead of on this fine.

While it appears it no longer matters in the specific case, some of those tickets are correctible, and puting lights on and showing up at the police station to show them off can get it taken care of.

Not trying to give you a hard time, but think of it as a lesson learned. So you don't forget next time, don't take the lights off your bike?

Here in Missouri, we have a "white light" on the front and red light "or" reflector on the rear.
I have never seen or heard of anyone enforcing this; people run around on completely unlighted bikes at night all the time. Rather foolish, IMO. I see folks in the Summertime taking advantage of the late night/early morning coolness to go for a ride. Dark clothing, no lights or reflectors.... The DOT reckons that as many as 25% of all drivers on the road at these hours may be intoxicated to some degree.
Seems like Russian Roulette to me...
Of course, if the driver is REALLY potted, it won't make any difference.

I got a warning last month from a park ranger who said I would have had to pay $120 because I rode down a one way street. But it was just a warning.

I say 'Well done' to the Police Officer who took the time to ticket you. When I drive at night I am regularly frightened by unlit idiot cyclists, so I am happy that my taxes might be spent educating people about the danger in which they place themselves.

I would have gone into court with my new superflash blinkie flashing and my new bright front lamp on and say "I realize I was stupid, and look here, I have spent $150 on these lights, and I will always use them. I hope you will not fine me, since as you can see, I have wised up, and it will never happen again."
