Serfas: Quick Release Saddle Bags
Does anyone have any bicycle seat suggestions for females besides WTB saddles that will work with a quick release serfas saddle bag, and is fairly light weight and does not cost an arm and leg? (also no cut out centers too)

I don't think you could find a saddle that doesn't work with those Serfas bags.
The quick release bar thingamabob is made for clipping onto the mounting rails of a saddle, and those rails are a standard width & thickness in almost every case. You should be fine.
