I checked out the photos. The bike is a little rough, but certainly worth reconditioning. Looks like you have all the parts, so it is just a clean-up job.

Polish it, but don't repaint it.

Neat find. Regrease ALL bearings before you wheel it around or you will most likely ruin the bike very quickly!

In addition to repacking bearings and replacing the cables and chain, if you want to deal with tubular tires you should rebuild the wheels with new spokes. The rims are very good; they're about 400 gram Mavic tubular rims, like the newer GP4 without the grey dye on them. Recommend Vittoria Rallys for a good, cheap tubular.

You need to have your head examined if you think Rally's are even better than pig excrement. I've seen eggs rounder than these things!!!! And they weigh 350 grams each, too!
Trust me, for $10 more, buy Nashbar house brand tubulars-they are made by Tufo, and are the S22 model. Or, go to worldclasscycles, and buy real Tufos, and get some of the sealant, too.
If you just want throw-away tyres, then buy some michelin libertys. At least they are closer to round than Rallys are!
BTW, Vittoria Formula1 brand are just as bad as rallys are.

Convinces me again that road tire performance and durability has a huge factor of individual luck--although Clement Elvezias may have been an exception, a truly awful tire.
