Has anyone bought just the frame using the cycle to work scheme?

This is a UK question yes? I don't believe you could that - officially. Some LBS's might be willing to help you out by marking a frame as a complete bike - perhaps more so if you supplied them with wheels and groupset and let them do the build. Try asking on a UK forum like BikeRadar.
