Wasn't that question designed to rank everything in importance? It was probably worded poorly, it should have mentioned that the goal was to have all 5 options ranked in importance, not the level of importance. Probably it should have the pollee to rank the 5 things in order of importance, not just how important each one is. It seems like the data they were looking for was those 5 things, in sequential order...
