Yeah! An electric shock device would be great! I think somone should definitely make one, although you should probably put a warning up if you're going to arm it.

I'd like to see pneumatic tires with more puncture resistance than Specialized Armadillos, but without the extreme trade-offs of Airfree. Better rain capes/rain pants would be wonderful. Really bright, high efficiency gas-discharge or LED leadlights would similarly be great. I'd like to see further developements of the Rohloff.
