Rain Pants with a Strap?

I found out that my feet get wet from rain running down my leg into the shoe, so I need some rain pants that will definitely stay over top of the booties.

Does anyone know of any rain pants that maybe have a loop at the bottom that goes under the sole of the shoe and ensures they stay pulled down over the booties? Or will all rain pants stay pulled down even without this kind of strap?
