2 extra large rubber bands (I buy a huge box at Office Depot), if one breaks, you are still fine, and in an emergency, you can roll up the offending pant!
I used to have elastic velcroed straps sold at the mail order houses such as Nashbar, but kept losing them. However, they do work nicely.

I just remove my pants and neatly fold and place them on the saddle and sit on them.
Don't do it with light colored pants 'cause the skid marks show up to easily.

I ride in regular Levi's 501s, so I just carry three blue rubber bands in my pocket.
When I want to ride, I wrap the three around the leg around 7-8 cm above the bottom and fold the rest up.
Works great!

I use metal clips -- a wider version of those shown quite a few messages above. Total cost: Something under $1... back in 1970.
I sometimes use socks (when I wear long ones) and rubber bands in a pinch. Rubber bands are very comfortable, but when the wind is too strong, I sometimes need two of them per leg. I have tried once or twice the reflective velcro strips, but they quickly slide down. Maye a reflective strip on a rubber base or elastic base would work better.

The reflective ties don't work to well. I had to attach two of them together to get one. A single one tends to break loose, or slip down.
The socks trick is easy to do and it works, or just let pant legs shrink...
Unfortunately chain ring guard rings are no longer made.
