I see people parking like that on these types of racks all the time. Short of claiming one of the prized end spots it's the only convenient way to be able to lock both the frame and wheel to these racks.

Seems like the big job will be marketing it to stores etc. Here's your sales angle.

Shouldn't be too hard...you just need to get the cities and towns all over the place to tell you the location of the racks they have installed.
Then you could probably do some sort of overlay against Google Maps.

Write to the city, or email them. Check with the LBSs and see what racks they know of. Start a facebook page or a twitter account. Get people to send in locations and pictures.
