Look at the head tube angle in the picture!

That looks a LOT different from what I'm used to. I'd want to test ride that bike to see how it was going to handle before I spent any money on it.

SS/FG forum would be the best place to ask.

Dude its on ebay, it costs more to ship than the bike costs ( 100.00 of the price is shipping ), it has no name brand. Of course it will break down on you. I would be surprised if it even rolls. and no you can't skid safely on any bike. If you are skidding you are not properly controlling the bike.

The ebay bike looks kind of scary. I'm not convinced that it's even a fixed gear - it lists that it has a 14 tooth freewheel, but doesn't say anything about the cog or the type of hub on the rear wheel.

The frame from City Grounds looks a bit better (I've had generally positive experiences ordering things from them.) The problem with building your own is that all the components can get expensive - you could easily spend $300-$400 on all the parts needed to build the complete bike.

I've been very happy with the fixed gear that I got from Bikes Direct. With a few modifications, it's been a reliable low-cost ride and has been versatile enough for road biking as well as hopping around town.

I would just get a used GOOD bike. I got a new to me hybrid for around $250 and it works great and I can actually stop the bike if I need to.

No 1 dont start on a fixie , at least a 1 speed, freewheel, 2 brakes. master the riding before going hipster with a fixie .
give it 10 years.
