which Frame ?!

Ok atm i looking for new bike frame ....
My aim is to fully assemble bike so first step is frame
Idea is to have HT frame with 700x35 tires and adaptive to 26" if needed .... that means fork (I would like min 80mm) that can accept both size (and will force me to have disc brakes as i see now).
Did someone try that ?! by my experience if you make something for dual use it is not good for non of that but i will try any way

ok suggestions and ideas for frame and fork (all other problems that will appear are welcome)

tnx
