Going by the angle of the levers and the lack of bar tape, I'd say he has attemped and failed on more than one occation.
I notice that perhaps his front brake calliper isn't engaged correctly too.

Plain ol' SKS fenders. If you look closely you can see a kink in the front fender from when I knocked it with my foot and pushed the end under and it doubled back on itself. The quick releases on the stays worked perfectly and I just bent it back into shape, more or less, reclipped the stays, and rode on.

We have some dudes like that here in Kyoto (minus the bikes)
