I just bought a pair of Schwalbe Marathons and they glow in the dark. I did a thread about going to white bar tape which included some pictures of the bike that the Schwalbes are on (I'm sure you can find it). One picture is without a flash and one with and the difference is readily apparent. They really light up.
Check out the Schwalbe site for info on their tires -- which are reflective and the like. It's rather daunting at first -- Schwalbe has a gigantic line of tires.

Look thru the tire selection at biketiresdirect.com. They have several with reflective sidewalls.
