Partial Wheel Covers...

My 1998 Schwinn Cruiser is heavily decorated in a patriotic theme. I have attached a picture of my bike "Freedom". I want to construct partial wheel covers to cover the front and rear wheel quadrants from noon to 3 p.m. Does anyone have any suggestions on how to go about this? I have constructed what I call a frame insert and have attached a picture of it. Help please. Thank You.
