Seems Fishy

We worry about out bikes being stolen. And this Canadian guy was obviously
stealing bikes but 3000 of them? The article doesn't say that all the bikes were
stolen. Since he had a bike store many of the bikes many might have been legitimate.

I've noticed this summer a few people in DC have painted their bikes, rims spokes, pedals and all with a single color. Is it to deter thieves by making the bike noticeable or some kind of look at me fad?

Both.

A home spray-paint job devalues parts because the paint will chip, but it would take a long time to remove all the paint. This makes it less desirable for thieves.

But these paint jobs are something of a fashion statement, too.

Or maybe it's to hide the fact that they are riding a stolen bike.
