Fuji mountain bike with multiple frame numbers
Hi, I just bought a used Fuji mountain bike and, here in Hawaii, I'm supposed to register it which seems like a good idea anyway. The problem is, the registration form wants the serial number and year. The attached picture shows two numbers on the frame but I have no idea which one to choose as the "serial number". Any ideas?
Perhaps less important is the year. My research so far suggests I should look up the serial/model numbers of various components and those are usually roughly the same as the year of the bike as a whole. I'd really appreciate any tips for this too.
Thanks!
Apparently I cannot post images or URLs here yet because I am new so I put a space in it. If you don't want to view the image, I can try to describe it. There is a 12 character number wrapping around the bracket near one end and a 9 character number running across the bracket nearly centered. The 12 character number appears to be "ICFU28J06213" and the 9 character number is "G8D175M01" (although I'm not 100% sure on the G and 8):

They probably just want you to register it--probably doesn't make much difference which number you use, and if the year is close, probably good enough. The info is most likely used just so if your bike is stolen and recovered, you can supply them with the year and number on the frame to prove it was your bike.

Thanks so much for your help with the picture and for trying to help me figure this out!
Here's a side view of the whole bike:
