I am going to be making some new wheels for my NEXT bike. I will be using SHIMANO LX® M580 HUBS with SUN SUB IV RIM OE. My problem is how do I determine with length spoke to use. Can anyone help thanks?

You would've been better off buying a good bike to start. No clue on helping you but your xmart bike couldve been a choice you could have not made.

I'd get some prebuilt wheels personally...

https://jensonusa.com/ has some cheap ones you might check out.

My question again, is if I buy a new hub does it come with instructions on the length of spokes I need to connect with the rim.

You need to buy from a good shop (either on-line or local) that knows about wheel building. Make sure they know exactly what hub you are using, what rim and what lacing pattern you intend to use wether it be radial lacing, 2x, or 3x. That is pretty important for the spoke length. Then determine if you want standard spokes, 2 butted or whatever type.

Have you ever built a wheelset or watched a wheelset being built? It is not an easy task. To do it properly you will need a trueing stand, spoke wrenches, spoke prep and a tension gauge. If you think you can do it then more power to you and I hope it works out.

BTW, by NEXT bike do you mean the brand "NEXT" or do you mean the next bike you purchase? If it is for a "NEXT" brand bike you will end up with a wheelset worth more than your bike by the time you finish. As long as you are alright with this then by all means enjoy your project.

Google for spoke length calculator and you will have lots of options.
Personally I use the excel spread sheet one here https://www.damonrinard.com/spocalc.htm

Building wheels is not difficult if u are mechanically inclined. If u search around this site you will find loads of useful threads.
There is a good guide here https://www.sheldonbrown.com/wheelbuild.html

All u need is,
A decent spoke key.
Some grease or oil to lube the spoke threads.
A bike frame for a guide when truing.
