Tire and tube size

i was wondering if there would be any problem using a 26X3.5/4.0-in tube in a 26X3.5 tire there always seems to be a lump

Should be OK. Inflate the tube until its cross-section is round before installing it. Look at some YouTube videos for guidance on installing tires and tubes if necessary.
