Riser bar recommendations? Preferably under $40?

Easton EA50. I use it, I like it, I got it cheap.

i also have an easton, a ea70 though. its alright. a quality aluminum riser.

Some clearance goodies if you don't mind something a touch heavy: FSA FR-270 Freeride Bar (make sure to select the right clamp size when you pick your rise; also, one is more expensive than the other three).
