+ 1 on the monocog, I have one and it's become my favorite ride. With your budget you can upgrade tires,bars stem,saddle and still have money leftover.

Bikes: Surly Steamroller, Karate Monkey, Ogre

The 26" wheels on my '06 Redline Monocog were set up for the changeover to discs, which I made. Very happy with the bike and my Avid 5bb brakes.
