minimum insertion line question

I want to raise my seat, but i can't due to the minimum insertion line. It has about 3 1/4 inches that go under to get the the bottom of the line, is it alright to do less then this so more seatpost is exposed? Thanks.

No. That is the minimum insertion. You risk cracking or bending the seartpost, possibly harming the frame. You need a longer seatpost or a bigger bike.
