Help! were do i get a new cable adjustment barrel because mine is shredded!

I am assuming from your posted illustration that you need the barrel adjuster for a rear derailleur. If it is a Shimano, this may be the ticket:

On the other hand, lots of bike shops either have that part available or will have an old parts boneyard with lots of worn out derailleurs with THAT part still intact.
