I want to be fore-armed before I go back to the LBS so I'm looking for some advice.

Over the summer my rear break has been seizing up, I initially solved the problem by letting a little oil off but that created problems with the leever being a bit too loose and then it seized up again. I bled the breaks and I think it was ok for a while The problem started again so I took it to the LBS and was charged €60 to align the gears change the break cable and bleed the breaks. After a few days of riding the breaks in the reaer pads are seizing again and the wheel won't turn. It happens both when I've been away from the bike for like 24 hours and also in the middle of spins. My break pads aren't worn.

Any suggestions? Are my breaks just done for?

First off they are brakes, not breaks. second if you have oil then there isn't a cable. Now I suspect a sticky caliper but I need more info, What kind of brakes, what exactly did the local bike shop replace?

It's either one or the other, hydraulic brakes don't have cables....

If you had the brakes worked on and two days later they performed badly again, I'd bring it back to the LBS if you haven't tried to mess with them since you brought it home after the work was completed. You paid for working brakes, you should have working brakes.

Same way they adjusted the harmonic adjulator and charged him $25 for that too.
