What would a shorter TT and possibly longer stem do to handling?

I was offered an older frame that someone is probably gonna toss in the recycling if they don't find someone who wants it. I was thinking of taking it to try out the fit/geometry since it's different than my frame. It's got a shorter TT, though. What effect would that have on handling? If I didn't like the shorter TT, would using a longer stem sort out the situation? I currently use a pretty short stem but I do have a Thomson Elite stem that's pretty long(I think 100mm. Maybe 120?).
