Halo SAS is BOMB-PROOF!!! It really is! I use mine for Street/Urban, Trials, Downhill, HT Freeride and Dirt Jump and they are the strongest rings of metal in the world!

3 components to a wheel.
Spokes--go for Double butted and 32 of them for strength (Thanks to some dubious quality getting onto the market, do not go for Black spokes unless they are a guaranteed top quality make)
Hub-- you cannot go wrong initially with a Shimano Deore or even better XT as you are disc brakes
Rim-- Mavic X517's or the newer equivalent in disc form have always been regarded as one of the better rims for lightweight wheels.
Almost any shop can aquire these for you but find a specialist wheel builder to quote you. I'm certain others on the forum can recommend one local to where you are.
These should keep within your budget, but talk to a wheel builder to see what he can do on a better hub.

I would go with stapfams advice, i could th ink of some nice parts to build up a wheel with. Get wheelsmith or competition 14/15 guage spokes. I know thsi might piss off some people but mavic rims are way overpriced, velocity rims are very round from the factory and super strong. Their stuff is not pricey either, Deep V is very strong. I like sun rims and i am using them now, they are very nice but i will say they are not alwys round from the factory, theres some defects in my rims but now enough that i will notice anything while riding. Would the money saved with that i would go to ebay and thers a set of hubs, DT swiss onyx. I have never used the onyx rear hub but i used the Hugi Hayes frnt hub which is the same thing and its pretty light and really nice. Then pay 50 bucks to have htem built

Here is what i would recommend for hubs:
https://cgi.ebay.com/ws/eBayISAPI.dll...sPageName=WDVW
https://www.nashbar.com/profile.cfm?c...eid=&pagename=
and the Deep V velocity rim, or the aeroheat. A package well under 200, very high quality and you can put 50 toward getting a good builder

Good rims, especially in white, but spikester he DID ask for a light setup... i cant actually think of a heavier one lol
