Philadelphia - pepper spray?

Yesterday while on a ride the guy next to me got attacked by a dog. The dog clamped onto his leg and pulled him off the bike. We beat the dag away but the damage was already done. He needed stitches in leg. Now I'm thinking I should carry pepper spray or something. If we were not there to help this other cyclist he would have been in really bad shape.

Seriously though, was it like an ambush or had the dog been chasing him? My worst fear about animal attacks is the possibility of contracting rabies, those treatments are hell, or so I hear.
