There will be a negative reaction to this for sure, probably moreso than need be. While I am in full support of cyclists' rights, I do find that Critical Mass rides do nothing to help us and only aggravate drivers and pedestrians. This, I think, is not the best way to garner support for us.

I'm a little confused from the NYT article. Was the plaintiff in the suit Critical Mass or the 5BBC? Written like CM was the main party.
The NYPD parade permit doesn't look too complicated, but it's not suited to events like club bike rides. (like the ban any anything before 2pm on Sundays)
Maybe the NYPD should take a few minutes and come up with more suitable "events" permit.
How long does the NYPD take to process a parade permit?

I guess I need to go back and read the entire decision because I'm also a bit confused. The plaintiff in the suit was the 5 Boro Bike Club et al, yet it seems to be punishing all cyclists for sins committed by Critical Mass during the 2004 Republic National Convention.
Granted, there were something like 5000 cyclists participating in the ride, and a fair number of red lights were run, but don't we already have laws that deal with red lights and other traffic infractions? We don't normally limit the number of cars that can go down streets, or require drivers get a parade permit, because drivers have run red lights in the past.
The parade permit is a cumbersome process and it would require ride leaders to plan out a specific route, guess the number of riders who are likely to show up, possibly have insurance, and there still would be no guarantee that NYPD would actually approve the permit.

do the police make other users of the road register for that use? there are probably more than 50 cars/drivers ( :-) on the road at a given area. did they pay this $50 fee as well?

Drivers do pay for licensing and registration. Are you saying us bikers should be subject to the same?

I'm disappointed in this ruling.
as the weather gets warmer more bicyclists will be out riding.
riding their bikes for commuting, recreation, health, to little league games, to the parks and beaches.
say I get caught up in along with 50 bicyclists, not in any type of "Parade" would I get a ticket?
as we have seen during the RNC rides, the answer is YES.

A federal judge in Manhattan on Tuesday ruled that the City of New York did not violate the constitutional rights of cyclists by requiring them to file for parade permits when they rode in groups of 50 or more.
Easy enough to work around this decision. Just form discrete groups of 49....
