So do today's events add to the argument there needs to be more fan control? Some real jerks out there spoiling a good bike race.

I'm not sure you can blame today's events on the fans. You chop off 6K of the route and naturally all the people that were camped out there waiting are going to relocate to the end of the newly reduced course. There was only so much space on the shoulders of the road. Expecting that many people jammed in to that little space to not cause a problem seems a bit unreasonable.
That's not to say we won't find out that one idiot caused the whole thing -- just that it was a nearly inevitable result.
I don't entirely blame the organizers either. It sounds like truncating the route was the only reasonable thing to do. I don't know what the answer is, but the problems are obvious.

I'm sorry, but I blame the fans who do idiotic things. There's plenty of people who stand and clap and cheer who don't get in the way. I don't think it's reasonable to run in your jock strap next to riders up a narrow mountain pass no matter where the race was supposed to end.
Wonder how the guy who got nailed by Bennett is. Now the next thing will be a fan suing for getting hit.

I like when the good fans or cops grab the goofy running spectators & pull them over to the side. The real biker fans are content to stand & cheer or else trot along for a few meters only if it's safe & clear. Now a lot of the running spectators are wearing weird costumes like underwear or diapers, they only want to get on TV.
Montreal Worlds was best for crowd control, cops on their Honda 750's drove along street gutter aiming at the feet of fans standing off the curb, no fans at all got in the way of the race.

What's increased is the number of spectators not paying attention to the race and actually facing away from the oncoming peloton, frantically waving at the helicopter in a pathetic attempt to get on tv. Often they are on their cell phones waving to their buddy back home. And then there are the idiots taking selfies with 100 riders rushing at them at 25 mph. And the competition to have the craziest, most whacked outfit has gotten out of control too.
