Who makes real scooters?!

We're looking to get a bike for my tall 4-year-old son. We'd be pulling the pedals off of whatever we get in an attempt to help him learn to balance, but my wife learned balance on a scooter. Not the Razor/knockoffs, but the real kind with pneumatic tires and (gasp!) brakes.

One LBS has Torker scooters. I was wondering if anyone knew about the company or those scooters in particular? Also, are there any other manufacturers of scooters that you know of?
