Mounting a rack on a Vision R55

I'm curious the best way to mount a rack to my Vision R55 recumbent.

The owners' manual states: "Your Vision bike will accept standard rear racks. For all bikes except the R40, which has threaded inserts on the seatstay, you will need racks that have the “strap-on” seat stay clamp attachments."

I presume by '"strap-on" seat stay clamp attachments' they mean those little loops of metal (often covered in rubber) that you use to strap the top end of the rack to the back of say a road bike that doesn't have braze-ons, right? If so; I guess I would attach it close to the bottom attach point of the shock?
