I don't ride mountain descents so I can't comment on that. Pad technology has come a long way as has already been pointed out and ignored.

Shimano Carbon/AL composite wheels have no braking disadvantage when wet, or otherwise.

Sure, but those have aluminum braking surface. I have the Dura-Ace C50 clinchers, and I know there is no disadvantage to those on mountain descents and in inclement weather.

True, pad technology has indeed come a long way, but resin technology has been a big part of the problem. It still has a long way to go before carbon clinchers can get to the efficiency of aluminum braking surfaces.

 Yep.

I use my brakes as sparingly as possible but require deft delicate modulation or Whoah-Nelly deceleration as required in all conditions.
Folk need to do a full Requirements Review when purchasing wheels that are to be ridden outdoors.
