Do you never ride in crosswinds?
For a rec rider the gains are moot for deeper section...and the cons quickly add up, handling as well as cost, as well abraking, as well as durability. My HED Belgium+ may not have looked as sexy as one rider's SRAM S60 60mm carbon wunderwheels on this year's Tour de Nebraska...but when we had 20MPH sustained crosswinds with stronger gusts, it was not I who was regretting my equipment life choices.
Cost 20% more than the OP's budget, and have the "feature" where you have to pay through the nose and wait week(s) for parts if anything breaks.
To boot, there are better alloy wheels you can get for the money.

actually below budget if you get them through start bike Fulcrum Racing Zero clincher 2015 $659.99 shipped to your door i think thats a steel for a solid race wheel .

I hear you. Some of the lower model Fulcrums (5 and 7) are wider. Hopefully it trickles up the line.

Hope makes some of the best hubs I've owned and abused.
Industry 9 is another hub to look at however the price is up there.

I was about to get the November Nimbus wheels, but then I decided I wanted colored hubs, so I ponied up for their full custom wheels. Pacenti SL23 v2, WI T-11, 24/28. I really enjoy these wheels. With the options I chose, $750 shipped, which is still under your budget.

I just plugged in Sapim Laser spokes instead of X-Rays into my BHS build and I'm at a grand total of about $250 before I apply any discounts. I might get 'em just because it's too cheap not to. I could get them and something else at that price.
One thing though is I was trying to figure out spoke lengths but didn't see the flange diameter listed on the read SL210 hub. There is a measurement labeled drive and non-drive PCD - anyone know if that is the flange diameter?

Yeah tried calling right after work but they were closed already. I'll try again tomorrow. I think I have the calculation right but want to make sure PCD = flange diameter.

I love my daily, November built T-11/CXray/SL-23s. He's about to do a third set of wheels for me, this time for the CX bike. I chose T-11s because they can be fully serviced with hand tools which was the only reason I chose them over R45s. I regret nothing, like my Rail 34s a lot too.
I'll do the Nimbus hub on my CX wheels to save money, I think, but it's definitely worth paying extra for the anodized color hubs. Not only does it look great but when the wheel truck comes by in the race you just say "BLUE/PURPLE/GOLD/PINK HUBS!!!" and they know which ones to grab. For your budget, you can get a wheel that will ride well and have a nice, custom quality so you can drink your $7 coffee and appreciate the American craftsmanship.

^ I'd rather have that T11 freehub body over my r45's as well. Luckily I got a really good deal on my hubs. I'd probably have a little buyer's remorse at full MSRP.

Yep – I was wanting something deeper. What is attractive about them though is a.)it is a complete pre-built wheelset so I don’t have to worry about getting the parts put together b.)they’re fairly light c.)They’re 23mm wide – no idea if this is a big deal d.)they are tubeless compatible – this is a big deal to me, and e.)price is pretty darn good.
I'll add that my LBS has a very close relationship with BHS.
The rest of the build is CK R45 hubs and Sapim CX-Ray Spokes. The wheels are being rebuilt because the rear was taco'd when I got hit by a car a few weeks ago.

I am having my wheelset rebuilt right now with these rims. I had Kinlin 27s on there, but I am going to try these new Kinlin 22s. I have heard nothing but great things about wider rims. The tubeless ability seems nice, but I probably won't take advantage of it now. I briefly considered Hed Belgium Plus and Pacentli SL23 rims, but I have heard from people I fully trust that while the Hed's a very nice, they are very expensive and it's hard to justify the additional cost over the Kinlin or Pacentis, and my LBS who is building the wheels says they have been more impressed by the quality of Kinlin rims than Pacenti.
I'll add that my LBS has a very close relationship with BHS.

Hand-built wheels are nice and will get you exactly what you want, but they are probably more expensive than factory wheels.
If you want light weight and don't care about aero, then the wider rim wheelset like Pacenti and HED are really nice. But if you want aero, I would look into Giant's P-SLR1 Aero as an option. They are basically DT Swiss 240 hubs with Giant's own rims and carbon faring.

I pulled the trigger on the BHS stuff today. With the 10% discount it was silly affordable – around $230. At this price I just couldn’t pass it up. I know from experience the rims and spokes I got are fantastic quality. I’ve heard good things about the hubs so I’m hoping they live up to their rep. I’m going to go 2x on the front on a 24 hole Kinlin 27mm rim and 3x in the back on a 32 hole Kinlin 27mm rim. Weight should be in the 1450’ish range. I’m hoping that drops maybe a pound once I replace the OEM Oval branded wheelset Fuji used.
Cool thing is I have plenty of money leftover now to get something else. Maybe take a flyer on some Chinese carbon wheels?

I'd have to seriously test both extensively to prove what shows on paper but I can't believe the 31t isn't blowing up the wheel market. 24mm wide, 31 deep, alloy rim, alloy brake surface, sub 500gram hoops made by Kinlin is like the best of all worlds in 1 wheel.....imho.
