I dunno about that...the only way I could see hair causing more road rash is if you crashed on velcro. If your skin makes contact with the road, its coming off regardless of if you have hair or not. When I've contacted pavement, I've never seen evidence of hair being uprooted around the fringes of the road rash. Inside the area of contact, strands of hair may even stay where they were before, which would seem to indicate that hair doesn't really factor into it.
Hair causing worse road rash is an urban legend.
Edit: I agree with you about hair and pain though. It's a ***** to clean the area when the scab starts to connect to your hair.

This may make you all laugh, but when I was routinely being beaten up by NATIONAL trail in phoenix on my hardtail, I started shaving my butt to make it easier. That was when I realized that shaving the legs is really just justification so that we can shave our butts and not look and feel like baboons.
