new tyres issue

Hello,
Yesterday I've bought some Maxxis Detonator 700x28c tyres from a local shop, because my old Kendas (also 700x28c) were pretty beaten up. I got home and noticed these aren't what they are supposed to be. They are indeed marked with the label and also have the 700x28 inscription on them (pictures 1 & 3), except on the inside they have a '23' written on them (picture 2). When i've installed them on the wheels, i've noticed they are clearly visually thinner than my old tyres, so i've measured them, and yes they are 23mm. Now the problem is .. according to the Maxxis website, the 23mm doesn't even come in black. So the question is, is this a manufacturing fault or are these fake ? Has anyone encountered this issue before ?

Tire sizes vary somewhat from tire to tire and manufacturer to manufacturer.

It isn't uncommon for the wrong decals to be put on stuff, or to get it stuffed in the wrong package, but I'd be surprised to see a tire embossed like that with the wrong size.

How are you measuring the tire? Is it mounted on the rim?

If you bought the tire from a store, take it back, and compare to different tire sizes that the store has in stock.

Hey. yes i've measured it on the rim while inflated. Yes tire sizes vary, except i've always had 700x28s from different manufactureres, and i yes there may have been a 1mm difference, but this is quite obvious that it's not a 28mm, not even a 25mm. If the wrong decals are put on the tyre, and the tyre is indeed 23mm, then why is it black ? Maxxis doesn't have a 23mm in black. I'll go check it out tomorrow at their store, but these 2 tyres really made me confused - i never had Maxxis before and it's also the first time i go to that store. I'm thinking more in the lines off - if it's fake, how should i approach the situation.

They measured out to be 20's when I received them.
