Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

That's why the best compromise is to spread the problem between seat tube and top tube rather than take someone with a 6'3" person's torso and put them on a bike with a 5'8" persons reach.

Or his friend has a longer neck, or taller head.

Or neck, or combination of both.

Height isn't just legs and torso.

Not everyone has the same length neck or head height.

Height of an average human head:

Male: 9.4 in / 23.9 cm for 99th percentile

8.6 in / 21.8 cm for 50th percentile

The average neck is closer to 10-12 centimetres (3.9-4.7 inches) in length.

Even the "average" neck varies by almost an inch...
