It's 700c not 700mm.

A 700c wheel has an ISO size of 622mm. Back in the "old" days when there was only one tyre size for a rim the 700c rim mounted with it's standard tyre was about 700mm in diameter. With the wide variety of tyre sizes these day's they developed a better system of standard sizing.
