My HMR max is 198.
I have 3312 km this year. 5500 in my life.

as i said before

yea it is very flat but always very windy! My HR is going up and down because of wind.



So is it good enuogh for a guy with 3000 km this year ?

If it's good for you personally, than it's good. I'm not sure anyone can answer the question of where you should be with the performacne metrics you've choose after 3300km.
