Never tested it. I guess theoretically you would get slightly less braking on the rear with a 140 rotor from the same grip pressure..
However, I think the rotor size is more about heat dissipation than raw braking power.
On a practical level, not locking the rear brake is more about placing your weight correctly, and individually modulating the 2 brakes, than rotor size.
