i can see a pretty pronounced flat spot on those tires, many tire companies put a second thin rubber under the main tread so you know when your tire is worn thru, i don't think that's paint. If your front looks better, put it on the back and just find a decent tire for the front, trash that rear one. This will hold you over till you can do some research and really find a good set of tires that you want to invest in, color, tread, company, size, etc.

I'm sure there's a plethera of info on this, but maybe you're just one of those people that rides in such a way that you're hard on the rear wheel, and this results in accerated wear, i have a bit of this myself. Could also just be that it's a cheap tire, and milage varies.
