Silly tire measurement question

OK, I have what may be a silly question to many of you, but here it goes none the less. Is a 700 x 28 tire the same as a 27" x 1 1/4" tire? Or, stated another way, will they both fit on a 700 mm wheel? There is a story that goes with this, but I'll spare you the details.

the actual bead diameter of a 700C tire is 622 mm , twenty-seven inch tires are something different. I am pretty sure they won't fit.

you will see "700C" tires marked with something like 622-23, 622-28 on the sidewall, that's their actual measurements in mm.
