Ritchey Pro. Cheap, fairly light, 4-bolt clamp works well and has a little more surface area than the WCS version. Comes in 84º (1º off your 7 degree rise) and comes in 31.8. I actually have that exact stem sitting in room right now in a 110mm.

I've used Giant, Easton, Ritchey and Thomson and the Thomson is the most resilient of the bunch. Strong design, Holds it finish and corrison resistant.

Docray, I'm using a FSA 115 140mm (31.8) 6 degree rise and love it. Super stiff.
I have the orig. one that came w/ the bike that I've swapped off brand new, never ridden - 120mm 6 degree - which you can have for a song if you're interested. Let me know...

I vote for ITM Millenium... the bar/stem combo has been rock solid on my bike for the past season. lightweight and very solid
oh wait, did you want a 31.8 clamp? Mine is a 26.0... but pretty sure ITM makes a millenium in 31.8 too

Deda Einstein - 120mm weighs approximately 112 grams, it's got beautiful machining, and a carbon face plate to boot with 4 Ti bolts. Stiff as hell, and only 8 degree rise (if I'm not mistaken). I've got one on my Trek Madone, wrapped around FSA K-Force carbon bars. It's lighter than most carbon stems out there. Check out wisecyclebuys.com
