Stripped bolt question...

My seat post clamp is stripped and I can't get the allen wrench in good enough to adjust, any suggestions. Also for some reason that one bolt has rust on the inside (ergo, that's why I think it stripped). No other bolt on my bike has rust on it...I ride in Hawaii so the saltwater air has gotten, looks like I've neglected that one bolt in my post-ride wipe down. Any thoughts on how to get this bolt loose? Thanks

JB Weld and an old allen wrench will do you just fine.
