ok, he has pretty basic stuff like a little transit seat pack, a bigger one for longer rides, a nice helmet, a good joe blow pump, and cycle computer and hrm. i was wondering if there were any cool gadgets or gear that i might be able to get him.

1) A gift certificate for a sports massage
2) A professional bike fitting

Since I don't live in your area I can't make any recommendations about where to go for these.

hmm. good ideas--any brand suggestions on gloves? what are the booties for-- i'm assuming they go over your shoes-- are they for warmth or aerodynamics?

Does he have riding partners that might be able to clue you in? Does he like jerseys? How about a collegiate jersey from his university? A nice pair of bib shorts? Gift certificate to his favorite bike shop, a bit impersonal, but allows him to get what he really needs.

Roadies don't like girls. Dump him and run off with me to Vegas...it's a gift he'll never forget!

It's hard to tell what he 'needs' without knowing what he's already got, what kind of riding he does etc. You might consider just going to your LBS (local bike shop) or online to someplace like Performance Bike - https://www.performancebike.com and get him a gift certificate. That's usually what I tell my friends and family to do for me, otherwise I'd probably end up with pink tights and streamers.

I really like the PI full finger gloves, they're ~$40. He probably wouldn't need booties in santa monica, but they are for warmth & aerodynamics.
Rollers, tires, tubes, 07' campy record grouppo, head light/tail light.

he's mainly a weekend rider 40-60 miles. during the week he'll do a quick 10 mile loop-- he's a bit under the weather these days so his mileage is a little down.

Supplies. Find out what kind of tubes he uses and buy him a few of those. Find out what types of socks he likes to wear and buy some of those. Does he have a CO2 air system? If not, buy him one along with some spare cartridges. If yes, buy him so cartridges. Look at his gloves - are they beat up? Could he use a new pair?

A lot of this stuff is slightly boring, but it's stuff we need...

Probably not a real need for a long sleeve jersey in LA, but you need something. Arm warmers and knee warmers are great for cool weather riding.
