Lotus Eclair?

My neighbors have this bike sitting outside their house in the snow. Looks like a decent mid-80s bike, am I right? Lugged steel (4130), mount for a frame pump--I'm wondering about offering them some $ to take it off their hands. The frame is just my size.

But...I think the rear wheel may be tacoed. Considering that, is it worth it? If so, what should I offer them?

If the rear wheel is really that bad, you have a good reason to learn how to rebuild a wheel

I doubt that anyone rides it, it's been in the same spot for months. Somebody did; it's got a lock & toe clips, but the bar tape's shredded, chain rusted through, and it's been plowed under. Looks sound though.

Bikes: Breezer Venturi, Schwinn Peloton, Marin Lucas Valley

I had an Eclair I bought in 1984- nice full touring rig. Shimano, triple, front & rear racks. Finally let it go 3-4 years ago, donated it to go overseas. Sorry now but it's probably doing more good there
