Yes. Unless you're riding at night. Then you shouldn't ride with sunglasses - because there's no sun. Well, I take that back. There is a sun at night. Only it's on the other side of the earth. So when it's night for you, it's day for some people on the other side of the earth. And they definitely should be wearing sunglasses if they're riding their bikes. Because it may be bright over there.

I always ride with eye protection. I get hit in the face by some type of beetles around here (Japanese?) and it stings. Wouldn't want to take one in the eye. Plus I want UV protection. On an overcast day I wear amber lenses.

I actually usually don't. At least on hot days. I sweat too much and it drips on the lenses. That's typically more dangerous than taking your chances with the insects. I do get hit in the eyes with bugs and it's annoying but I deal.

Guess what? your eyes naturally protect you from uv rays. When it's sunny out, the iris closes, protecting the stuff inside. The only reason sunglasses need uv protection is because they trick the iris into opening, allowing more light in.

Sometimes I ride with WWII yellow tinted aviator goggles (the smaller version). They are so awesome, no wind backdraft and they protect me from glare. Yes, I probably look like a total dork, but I have reached the point where I don't care what society thinks about me. Other than that I use my trusty 1950s Rayban Wayfarers with replacement polarized lenses. Protect your eyes.
