Light exercise then breakfast, or vice versa?

Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

That would depend on how much is in the tank, and how far I'm going, just like with breakfast and riding. In both cases, you're not starting from an empty tank.

Lately, an "early" ride for me is like 10 a.m., so I always eat first. Even early rides, I try to eat....otherwise, I just feel lethargic after awhile.

PB&J's work wonders.

I like to do just a couple of miles or other calisthenics to limber up and get the "Old Energy" out of the body. Then I eat. This gets me rolling afterwards better than anything else. My best personal evidence is from a run to town I decided to do one day. In the morning, I could only manage to run about half a mile before I was toast. That afternoon, I ran ten miles round trip with no problems. I have a similar effect with biking in the morning and later Taekwondo workouts in the afternoon.

I skip breakfast every day before work, even on the days I commute to work by bike. My commute is under 7 miles. But on weekends ALWAYS eat breakfast, usually before a big bike ride, but on a weekend I'll eat breakfast even if I don't bike. I'm kinda strange.

Yes, but body fat is built in Fuel...and I have a full tank! LOL
