Hooded Wind Jacket

I need to purchase a wind jacket in the next few months. I recently saw a cycling specific wind shell with a hood. Anyone use a hooded wind shell?

My criteria are as follows:
- Low cost (<$80)
- Highly breathable
- Full zip
- Bright
- Lightweight (4oz - 6oz)
- Droptail (which unfortunately eliminates many of the great non-cycling wind shells)
