found a Fuji
I saw a bike on my commute...
It’s a Fuji that looks like it needs a lot of stuff
-wheels
-tires
The rear cassette looks rusty
I am looking for a road bike, I always had a mountain bike and hybrid for the road.
Is it worth picking it up for next to nothing (if it is my size) and buying some stuff for it?
or should I just find a used bike that is in good shape and go from there?
The thing is, I don’t even know if I will like a road bike and don’t know anyone that has one to borrow for a long ride.

Making a kilometer blurry
You should be able to get a decent older used road bike for $200 if you have a supply in your area (Craiglist here is great).
Alternatively, if you get some OEM wheels (ALX off a Specialized) from eBay, you can snag them for $70 or so shipped, pretty new. Tires... you can get some wire beads going pretty cheap at the LBS, plus tubes -- maybe $50 out the door....
I dunno what "really cheap" is for the bike, but with the wheels and tires, plus shipping, but you've got $130 of wiggle room in there if you're willing to work on it yourself.
The risk is that you can't test-ride the Fuji, and there could be something else major wrong with it. If you don't have the experience to assess it w/out wheels, you could incur some more costs after you actually build it up.
