Whats with the wavy front fork and rear seat stay? Do they perform a function to make the bike better?

Now if I could only ride it. Went out on the Sirrus Pro briefly today and it felt good to be on a bike again.

My Cannondale has a Cinelli Ram bar with a similiar flat top that I've liked and which is very comfortable. There are downsides: if you don't wrap the top you must wear gloves, you cannot use clip ons, and most lights will not mount on them. The bars on this bike are rotated too far back and will be fixed so that they are flat.
