ok, your size only gets you into the rough ball park. The actual fit and feel of the bike and it's dimensions will help make the decision on which bike to get. For an example I am 6'1" and I ride a 58, but only because the top tube length is longer than some 54 and 56 bikes. I am mostly trunk with shorter legs so if going by leg (inseam) I would be riding a 54, but then I would be very cramped up top.
sounds like it is gift certificate time for your friend. Then make sure they get a proper fit. They could be longer in the legs and shorter up top and the bike guy may still try and sell them a 58 when they might fit a 56 or 54. or just the opposite sell them a smaller bike.
gift certificate, good fit and then go try out lots of different bikes and varying sizes.
